Michael Seereiter, President & CEO, Served as Director of Planning for the NYS Office of Mental Health (OMH), He was the Administrator of the New York Makes Work Pay program, a federally-funded grant program lead by NYS OMH supporting competitive employment opportunities and outcomes for all New Yorkers with disabilities. Michael previously served as Director of Mental Hygiene Services in the New York State Executive Chamber, with oversight responsibility for the agencies serving people with psychiatric disabilities, developmental disabilities and addiction treatment needs. Before joining the Governor’s office, Michael served as Director of Public Policy for the Mental Health Association in New York State, Inc., playing a lead role in efforts to enact the mental health insurance parity law known as Timothy’s Law and legislation to ban the use of solitary confinement for prisoners with psychiatric disabilities. Prior to the Mental Health Association, Michael served as Legislative Director for then-New York State Assembly Mental Health and Developmental Disabilities Committee Chair, Marty Luster (Ithaca).

Patricia M. Dowse, Chief Operating Officer, has been with NYSRA since March of 1994. Ms. Dowse received her MS in Rehabilitation Counseling from the University at Albany, New York in 1984. She has professional experience in the rehabilitation field spanning over 25 years where her work included vocational rehabilitation services administration and delivery in the area of developmental disabilities, mental health, substance abuse treatment, and legal systems. At NYSRA, Ms. Dowse coordinates and facilitates the information flow between association members and the State and federal policy makers as staff liaison. Working as staff to the new Employment Council and its Work Teams as well as the Managed Care Council she provides knowledge and multiple years of experience on the issues related to Workforce Development and Employment Opportunities for people with disabilities, Vocational Rehabilitation, Recovery Services/Mental Health, and Developmental Disabilities services. In this role she serves on various State Advisory Councils and Policy Task Forces reviewing, developing, implementing and/or changing national and/or statewide systems and regulations, as necessary.

Jennifer Ivery, joining the NYSRA team in 2000 has served in several pivotal roles in her tenure at NYSRA/RRTI including Office Manager and Executive Assistant to the President & CEO. Her previous experience in human resources for a provider organization is a complement to the roles and responsibilities at NYSRA where Ms. Ivery currently serves as Director of Member Services & Customer Relations. She is involved in various facets of member activities and communications. Ms. Ivery holds an Associate’s degree in Public Communications from the Sage Colleges in Albany and a Bachelor’s degree in Cultural Studies with a concentration in Communications from SUNY Empire State College.

Katelyn Connally joined NYSRA in August 2009 as Program Assistant to the HRSA Funded Nurse Training Program: Pharmacology, Telemedicine and Developmental Disabilities. Currently she serves as the administrative assistant/design extraordinaire for NYSRA. Ms. Connally has several years of experience as an administrative support staff member. Beginning in 2005, she was the graphics designer/administrative support person for the New York State Department of Health, Child and Adult Care Food Program before joining NYSRA.

Jill Dorsi, LCSW-R, has partnered closely with NYSRA in various roles since 2010 and is presently the Project Director for the NYSRA Transformation Project. Jill has worked on behalf of people challenged with mental illness and developmental disabilities for over 36 years, holding a variety of positions in both the public and private sectors. In addition to promoting rehabilitation and recovery-oriented approaches to services and supports, areas of passionate interest include advocacy, self-direction of services, and equal employment opportunities for all individuals who wish to work.

Perry is currently working with NYSRA as one of the team leaders in the Workforce Transformation grant. Previously, Perry has worked in the field of developmental disabilities for over 37 years at YAI. He started as a supervisor of a residence and eventually became the Director of Education and Training for over 3 decades. Perry has participated in the workgroups that have written the new OPWDD DSP Core Competencies and the PROMOTE Training Program. He has produced over 50 training videos. Perry has presented in over 20 states in the United States and also in Canada, Iceland, Finland, Israel, Jordan, United Arab Emirates and Saudi Arabia.
